The NIC provides support to offices of GoI and State Governments in the key area of development of software and websites, using latest technology and state-of-art software tools. The associated activities of process re-engineering is carried out simultaneously with software development, so that developed software replaces manual system for major activities in domain that is computerized. Almost 100 % software is developed in web based environment in NIC through out the country in recent years. The software environment, technology standards prescribed by GoI and frameworks are adopted uniformly by all NIC offices in country while developing software. NIC, Andaman follows the above guidelines diligently.
In recent years, NIC has adopted Open source technology and tools available freely for development of software and websites, to cut down development cost by way of License fee etc.,
The offices of NIC located at CGO Complex, New Delhi and various Ministries of GoI in New Delhi have developed many e-Gov projects, which are implemented in all the states in the country with support of respective NIC State Unit. The NIC, A & N islands consisting of State Unit at Port Blair and District units in three districts of A & N Islands have also separately developed several e-Gov software applications and websites which are implemented by various offices of A & N Admin and GoI offices in Port Blair. This page thus summarizes the e-Gov projects done by NIC (Hqrs), New Delhi and NIC, Andaman State Unit & District Units in A & N Islands.
As new projects are taken up by NIC and implemented, the contents of this page are updated regularly to provide updated status.
NIC at national level has developed several standard software applications, all internet based, which are implemented by many offices of GoI and State Govts in the country, across many functional areas of the government activities. The “Applications” have been converted into “Products” by NIC in recent years so that they can be implemented for any GoI office in ready-to-use mode. As all Products are Internet based, cloud enabled and centrally hosted, minimum investment is required from any office which desires to implement the product, like a client computer system, good and reliable Internet connectivity.
Being software products, NIC releases new versions of the software product with enhanced features and services regularly. Most of the products are free for use by Govt offices and a few are cost-driven. The NIC, Andaman State Unit provides support to the interested Govt offices to implement a product. Please contact the respective officer of NIC, Andaman state unit given below to implement a specific product.
The following is the list of such Software Products :
This is a Software product developed by NIC as an Internet based solution to record, maintain and monitor Attendance details of employees working in a Govt office in the country. The system is Cloud enabled and centrally maintained by NIC. The system is Aadhar based, that is employees should have Aadhar number. The implementing office should have computer, internet connectivity and Aadhar enabled Bio-metric devices (Finger print) in Tablet mode as well as Finger print devices connected to a client computer system.
AEBAS facilitates online recording of employees attendance in online mode with online authentication from UIDAI database and monitoring of attendance details at different levels. Dashboard facility is available online to view summary details of attendance.
To implement this application, please contact Shri Narasimha Rao, Scientist “C”, NIC, Andaman State Unit at office phone : 03192 232733 or rao.rn[at]nic[dot]in
The e-Office is a software product developed by NIC for Office automation of Govt offices. The software has been implemented in more than 65 offices of GoI and several states in the country. The software is mainly Internet based but can also be hosted in Intranet environment in an office.
The e-Office product is developed by NIC based on rules and procedures laid down by DAR&PG, Govt of Office, as defined in “Office manual of Central Secretariat, GoI ” and thus has the stamp and approval of GoI.
The software product is available in two flavours (a) “Lite” which has three major components of File Monitoring System, Knowledge Management System and Intranet portal and (b) “Premium” which has additional components. NIC recommends Govt office to start implementation with “Lite” version of e-Office. The File monitoring system is most used feature of e-Office and facilitates management of files in a Govt office right from it’s creation and movement as per work flow followed by the office at all levels till it’s closure. The most significant feature of e-Office is that it allows scanned copies of Physical file to be uploaded at each stage in work flow, so that the complete physical file with latest notings is available in electronic form in e-office at any point of time. The system helps in monitoring movement of files within an office and pinpoint files that are waiting for action at various levels in the office.
To implement this application, please contact Shri Gautam Gupta, Scientist “D”, NIC, Andaman State Unit at office phone : 03192 232733 or gautam.g[at]nic[dot]in.

The software has been implemented in around 40 offices in the country. The software is Internet based and centrally hosted at NIC
The epNIC product is developed by NIC based on rules and procedures to be followed by Govt offices for procurement of Goods and Services from market and follows the Vigilance Guidelines of GoI. It automates the entire procurement process in Govt starting from floating of tenders / notices etc.,, receipt of bids in electronic form, processing of bids as per modes like QCBS till the final award of the work or contract to the bidder selected by the software product. The Jeevan Pramaan product has been developed by NIC to provide “Life Certificates” in Digital form to the pensioners drawing pension from Govt agencies including GoI, State Govts and Defence forces. The product has been implemented by many GoI offices and state governments in the country. Jeevan Pramaan is Aadhar based and pensioners need to have Aadhar number to avail this facility.
As part of Govt procedures, pensioners have to visit Pension disbursing agency (like banks, post offices, state government treasury offices etc., ) once every year in person and submit their life certificate as “Proof of Living”. Jeevan Pramaan does away this practice at one stroke. The pensioner has to register once in Jeevan Pramaan (JP) portal his/her pension details like PPO number, Bank account in which pension amount is credited, Aadhar no etc., The finger print of pensioner is captured as part of this process and authentication is done online from Aadhar database. Once registered, the pensioner can download Digital Life certificate from the portal online and submit to the disbursing agency. The pensioner can repeat the process in the following years by adopting the online process. The GoI has identified several JP offices in the country to function as JP centres, including NIC offices at state and district levels.
